It carries forward on your books like any accrued obligation. Annual cost is what the benefit costs you each year in total, whether the time is used or not. A company can run a modest annual cost and still accumulate a significant liability, one unused day at a time. What is the difference between PTO liability and the annual cost of PTO? Only at year end, and only where expiry is legal. Several jurisdictions treat earned leave as wages, which means it cannot expire. For the other eleven months the liability exists either way. Expiry policies also concentrate vacations in December, which trades a finance problem for a staffing one. Does a "use it or lose it" policy eliminate the liability? For the most part, yes. Without a defined accrual there is usually nothing to carry on the books, which is one reason finance teams favor it. The trade-offs are real, though. Switching often requires paying out existing balances first, and employees on unlimited policies tend to take less time off, not more. Does unlimited PTO get rid of PTO liability? The durable fix is higher usage. Visibility, reminders, and managers who take their own leave all move the number. The structural levers are carryover caps, which stop balances from compounding year over year, and scheduled payout windows. A cap will not lower what you owe today, since employees can still take or cash out those days before year end, but it stops balances from rolling forward. The calculator shows how much a cap keeps from carrying over. How can we reduce our PTO liability? Most commonly at departure. In many jurisdictions accrued unused leave counts as earned wages and must be included in the final paycheck. Some companies also pay out at year end by policy. Either way, every departure converts that employee's share of the liability into cash. When do we owe employees a payout for unused PTO? Usually not. In most jurisdictions sick leave is not paid out at departure, so it stays off the books. The exception is a combined PTO bank where vacation and sick time share one balance. In that case the full balance typically counts. If the policies are separate, calculate with vacation days only. Does sick leave count toward PTO liability?
