Casual leave (CL) is short-notice paid time off for unforeseen personal matters — a few days a year, taken one or two at a time, with no documentation required. It’s standard across India, Bangladesh, Pakistan and Sri Lanka, and has no real equivalent in US, Canadian or European policy.

That last point is where most of the confusion starts. Casual leave is not vacation and it is not sick leave. It’s a third thing, and it’s designed to be used up.

What makes it different

Three features define it, and all three are deliberate.

It doesn’t accumulate. Unused casual leave lapses at year end — not an oversight in the drafting. Bangladesh’s Labour Act says it outright: “it shall not be accumulated and the leave of any year shall not be availed in the succeeding year.” Casual leave is a float for the unexpected, not a balance to bank.

It can’t be encashed, and isn’t paid out on termination. Unlike earned leave it has no cash value — which is exactly why employers can be relaxed about granting it.

It’s capped per instance. Most policies allow two or three consecutive days. The logic is in the name: once an absence runs longer, it stops being casual and should come from earned or sick leave. Half-days are common, and suit what it’s for.

What it buys an employee is what no other leave type offers: a day off without an explanation. That’s its function, and it’s what disappears when a global employer folds it into one PTO pool.

India

Casual leave is most strongly associated with India, where it’s near-universal in practice — and where it has the weakest statutory footing of the three main leave types.

There is no central law granting it. The Factories Act 1948 provides annual leave with wages and nothing else. The Occupational Safety, Health and Working Conditions Code, 2020 — in force since 21 November 2025 — codified earned leave, its accrual, carry-forward cap and encashment, and left casual leave untouched. It comes instead from the Shops and Commercial Establishments Act of the relevant state, or from company policy.

The consequences matter more than the day count:

• Entitlements commonly run 6 to 12 days a year, set state by state
• Some states combine casual and sick leave into one pool rather than running them separately
• Some state acts make no separate provision for it at all — where an employer offers it there, it’s contractual, not statutory

Published state-by-state tables disagree with each other, including on major states. Check the act for the state you’re in rather than a summary — including this one.

Elsewhere in South Asia

The entitlement is statutory and clearer outside India.

Bangladesh grants 10 days at full wages per calendar year under section 115 of the Labour Act 2006, expressly non-accumulating, with tea plantation workers excluded.

Pakistan provides 10 days at full pay under the Factories Act 1934, with no medical certificate required — sick leave sits separately and does require one.

Sri Lanka provides 7 days under the Shop and Office Employees Act. In the first year it accrues at one day per two completed months of service and can be used that same year, where annual leave generally cannot.

One disambiguation

“Casual leave” is sometimes confused with the leave rights of casual workers — the UK, Irish and Australian sense of irregular or zero-hours staff. Unrelated concepts sharing a word: in an Australian award, “casual” is an employment status, not a leave type.

Running it in a policy

• Keep it as its own leave type, with its own rules, separate from vacation and sick leave
• Set the lapse explicitly and show the deadline — a quiet year-end expiry reads as a takeaway
• Cap consecutive days, so the boundary with earned leave is clear before someone tests it
• Don’t require a reason. Requiring one removes the only thing that makes casual leave distinct
• Exclude it from encashment and final settlement, and say so — employees often assume otherwise

Frequently asked questions

What is casual leave used for? Short, unforeseen personal matters — a family commitment, an errand that can’t be moved, a day that simply isn’t workable. No documentation is normally required.

Can casual leave be carried forward or encashed? Neither. It lapses at year-end by design and has no cash value, which is the main difference from earned leave.

How many days are employees entitled to? It depends on the country, and in India on the state — commonly 6 to 12 days, with 10 the statutory figure in Bangladesh and Pakistan and 7 in Sri Lanka.

Is casual leave the same as sick leave? No, though some Indian states fold the two into one pool. Where they’re separate, sick leave usually needs a certificate beyond a few days and casual leave never does.

This entry is general information, not legal advice. Casual leave entitlements vary by country and, in India, by state — verify against the applicable act before applying them.
