Leaveism

Last updated on

Leaveism is using annual leave and other entitlements to deal with things they weren’t meant for — or working through leave that was meant for rest. It’s the third member of a family that includes absenteeism and presenteeism, and the one that quietly corrupts your leave data.

The term was coined in 2013 by Dr Ian Hesketh and set out with Sir Cary Cooper in Occupational Medicine the following year. Their definition was blunt: workers “taking time off using annual leave entitlement, banked flexi hours and re-rostered rest days” to “actually cope with being unwell.”

Four behaviours, one word

The concept covers more than most people mean by it:

  • Using annual leave, flexi time or rest days to cover sickness — booking a vacation day because you’re ill
  • Using the same entitlements for caring — a child’s illness, an elderly parent’s appointment
  • Taking work home that couldn’t be finished in contracted hours
  • Working during holiday, to keep up or to shrink the backlog waiting on return

Most coverage discusses only the last. The first matters most for anyone running a leave system, and almost nobody writes about it.

A study of nearly 17,000 English and Welsh police officers found the pattern at scale: around 59% had used leave to cover physical health problems and 42% for psychological ones, while 50% took work home and 40% worked during annual leave.

Why it matters: your data is wrong

The mechanism is uncomfortable.

An employee is ill. Taking sick leave means an unpaid or low-paid day, a conversation with a manager, or a point on an attendance record. Taking a vacation day means none of that. So they book vacation.

Your system now records a vacation day. The sick leave figure looks healthy, the absence rate improves, and nothing about the organisation got healthier — the absence moved into a category nobody scrutinises.

Pair that with presenteeism, where the absence doesn’t happen at all because someone works through it, and you have the full picture: an absence figure can fall while health, output and retention all deteriorate. CIPD found 63% of organisations reporting some form of leaveism, so this isn’t a fringe effect.

The fourth form causes a different harm. Statutory annual leave exists to provide rest, which is why UK and EU law won’t let an employee sell their statutory minimum back. Work through it and you’ve taken the days without the recovery — and the employer has paid for leave that didn’t do its job.

Identifying Employee Burnout Before It Escalates

What drives it

Broadly, the conditions that produce presenteeism — unpaid or low-paid sick leave, attendance triggers, understaffing — plus two of its own:

  • Always-on technology. Reachability makes “off” negotiable in a way it wasn’t when work lived in a building
  • Leave that requires an explanation. The easiest absence to take is the one nobody asks about, which is why generic vacation absorbs so much that isn’t vacation

What to do about it

You can’t police leaveism. Every version of it is an employee solving a problem the organisation handed them, usually sensibly. The levers are upstream:

  • Make sick leave genuinely usable — paid, low-friction, not a disciplinary event
  • Check whether absence fell while something else moved. If sick days drop and vacation usage rises, you’ve found leaveism, not an improvement
  • Separate your leave types. A single undifferentiated PTO pool makes leaveism structurally invisible — there’s no sick leave figure left to compare against
  • Set an expectation about working on leave, and have managers hold it, including for themselves
  • Resource the cover. A backlog waiting on return is the most reliable cause of the fourth form

Frequently asked questions

What is leaveism? Using annual leave or similar entitlements to cover sickness or caring, taking work home, or working during holiday.

Leaveism or presenteeism? Presenteeism is working while unwell instead of being absent. Leaveism is being absent under the wrong label — or on leave and working anyway.

Why does it matter to employers? It makes absence data unreliable, hides health problems until they become long-term absences, and means paid leave isn’t delivering the recovery it was bought for.
